DRAFT MINUTES OF THE SEVENTH MEETING OF THE COMMITTEE HELD IN THE CONFERENCE ROOM, COLONIAL OFFICE, DOWNING STREET, ON APRIL 9TH, 1946.

The draft Minutes of the sixth meeting held on 2nd April were laid on the table and adopted subject to any amendments that might be proposed in writing by Members of the Committee to the Secretary before the next meeting.

The Chairman, after welcoming Sir Mark Young, outlined the trend of discussions at earlier meetings. He referred to the causes of partial failure of the University in the past, to the policy that had been recommended by the Colonial Office and the Foreign Office in 1939, and to the present emphasis in Hong Kong on the need for the University to be re-established as rapidly as possible. Since 1939, however, two new considerations affecting policy had arisen:

(a) the decision to establish a University in Malaya and (b) the material destruction of the present Univerisity
buildings in Hong Kong and the considerable deficiencies in regard both to staff and equipment resulting from the war.
In amplification Dr. Priestley referred to the growing quality of Chinese Universities and stressed the importance of ensuring that Hong Kong attained a standard at least equal to the best of these even if the range of subjects were limited.
4. Sir Herbert Eason spoke of the importance of maintaining a first class medical school particularly in view of the fact that American influence and support in China was likely to increase.

Mrs. Forster hoped that other faculties of the University might be developed to a degree not lower than that hitherto attained by the Faculty of Medicine.
